Code of Conduct

The Code of Conduct covers areas of individual behaviour such as members not abusing their position or not misusing their authority's resources. In addition there are rules governing disclosure of interest and withdrawal from meetings where members have relevant interests. Members are also required to record on the public register their financial and other interests (Register of Members' Interests).

At the meeting of 12th July 2012, minuted item 5, The Parish Council resolved unanimously to adopt the BDBC version of the new Code of Conduct of 21st June 2012, as per the Localism Act 2011. (This replaced the revised model Code of Conduct for Parish and Town Councils adopted by Newnham Parish Council on 17th July 2007 and the model code adopted in May 2002.)

New Register of Members Interest Forms were completed by all Newnham Parish Councillor and returned to BDBC. The difference from the previous version – in line with the new legislation – is that this revised Form refers to 'pecuniary' as well as 'registrable' interests, and also required details of spouse/partner’s interests. A dispensation was issued on to all Newnham Parish Councillors (item 2 and Appendix to Minutes of Parish Council meeting of 11th December) for a period of five years from that date, with regard to matters of Parish Finance such as setting the Parish Precept.
